This post briefly explains the details about the Honorarium and Sitting Fee of President and Elected Members of Local Self Government Institutions in Kerala viz Grama Panchayath, Block Panchayath and District Panchayath

In this post we are not trying to describe things chronologically like history episodes. Instead we are moving from latest to older. We think this will help Establishment Clerks of Panchayath Offices to deal with it.
Among the Few orders we dealt with here, the first is G.O.(P) No.292/2013 Dated 04-09-2013
This order increases the monthly honorarium of elected members by Rs.1,000/- with reference to G.O.(P) No.260/2011 Dated 20-10-2011. And we can read that these amounts should be met with Own Fund in the case of Grama Panchayaths, Municipalities and Corportations and General Purpose Fund for Block Panchayath and District Panchayath
And the next is G.O.(P) No.260/2011 Dated 20-10-2011
This order was issued to raise the honorarium by Rs.1,000/- with reference to G.O.(P) No.36/08/L.S.G.D. Dated 07-02-2008.
Now we may examine G.O.(P) No.36/08/L.S.G.D. Dated 07-02-2008.
This order raises both the honorarium and sitting fee of members with reference to G.O.(P) No.265/2004 Dated 13-08-2004
It is with this order we are allotting Sitting Fee to the representatives. The orders shows some ceiling to Sitting Fee.
Now let us have a look on G.O.(P) No.265/2004 Dated 13-08-2004
It gives us some details about our establishment matters.
This orders says that our representatives will get honorarium even if they are on leave upto six months with the permission of Panchayaths.
They can avail the honorarium even if they are getting income from other sources including that of Government.
The orders says the Vice President in charge of President can get the honorarium of president for the period of taken charge.
Now Let's go through some older Government Orders. This will help us to solve some issues and doubts.
G.O.(MS) No.180/98/LSGD Dated 31-08-1998 says that if the members have any other jobs they should not be given the honorarium. But at that time sitting fee may be given.
But by the Order G.O.(MS) No.233/98/LSGD Dated 31-10-1998 this condition is relaxed.
